David Rivers, Interim Executive Director

 

David Rivers is a native of Black River, NY, and a former member of Parkside Bible Church in Watertown.  Following studies at Crown College, St. Bonifacius, MN, David served as an Associate Pastor at Parkside Bible Church and later served as pastor of a church in Philadelphia, NY.  Following his years as a pastor, David Rivers served as a Business Development Representative with Sam's Club in Greenville, SC and Pickering, Ontario.  Most recently David served as Executive Director of Elim Minitries, Inc., Lakehurst, Ontario. Under David’s excellent leadership Elim was able to greatly expand their ministries. David will serve on a temporary basis as the foundation continues the search for a candidate to fill the Executive Director position.

William Chapin

President

Bill graduated from Houghton College in 1965 with a BA in Business Administration.  From 1965 until 2006, he was employed by Chapin Watermatics Inc., a family company that developed and manufactured drip irrigation products. He held the position of corporate Treasurer for several years before becoming President and CEO.  Since 2006, he has been a consultant to Jain Irrigation Inc. which acquired Chapin Watermatics Inc. A life-long member of the Christian and Missionary Alliance, he was treasurer of the Northeastern District for 14 years, is currently on the Board of Directors of the Delta Lake Bible Conference Center, and serves as vice-chairman on the Board of the Alliance Development Fund.  He has been a Rotarian for 50 years, and serves on the Board of Trustees of the Watertown Savings Bank.  Bill and his wife Ruth have four children and nine grandchildren.

Dave Chester

Vice President

Dave is a retired assessor and past president of the Jefferson County Assessor's Association. He was also the former Housing Director for the Commission on Economic Opportunity in Luzerne County, Pennsylvania and a Personal Lines Underwriter for Royal Globe Insurance Company. Dave is a graduate of Notre Dame with a degree in Economics.

Eric Westcott

Treasurer

Eric has broad professional experience including accounting and technical roles in diverse industries. Currently he is working as a Business Intelligence Manager at High Company, a manufacturing and real estate management company based in Lancaster, PA. He graduated from The King's College in New York with a degree in Business Administration. Eric is married to Jennifer and has two children, Emma and Matthew.

Mary Chapin Westcott

Secretary

Mary has an AAS in Accounting from Jefferson Community College, and a BS in Business from Empire State College.  She has 20 years of experience in cost accounting with Chapin Watermatics Inc.  In addition to serving as an adjunct accounting instructor at Jefferson Community College, she was been involved in nonprofit accounting for 25 years, serving as a church treasurer, and as treasurer for Chapin Living Waters.  Mary and her husband Ron live in Lancaster County, PA. They have four children and seven grandchildren.

Jeff Combs

After graduating from college Jeff returned to northern New York to continue developing Combs Heating & Air Conditioning with his father Don Combs who started the family HVAC business in the late 1970’s.  From 1981 through 1983 Jeff was with the Mennonite Central Community teaching math and physics, and working on the development of Agricultural Projects. He was a pastor for Southside Mennonite Church in Springfield, Ohio from 1997 to 2008 and in 2008 he returned to Combs Heating & Air Conditioning, now Aire Serv of Northern New York, to serve as President. From 2008 to 2013 he also pastored part time at Watertown Mennonite Church.

 

Jeff earned his BA in Physics from Goshen College in 1976 and graduated with his Master of Arts in Church Leadership in 1997 from Eastern Mennonite Seminary. He and his wife Joyce, a Bereavement Counselor for Jefferson County Hospice, have 3 children, Sarah, Seth and Joe, and 6 grandsons. 

Bob Kratzat

Bob is a retired Band Director who received his Bachelors Degree from Houghton College, and his Masters Degree from the Crane School of Music at SUNY Potsdam. His first job in High School was cleaning at Chapin’s Flower Shop which is the current location of Chapin Living Waters and worked at Chapin Watermatics several summers during college. Upon retirement he began volunteering at CLW and is excited for the opportunity to serve on the Board of Directors.

Dave Nystedt

Dave has trained many people in the use of drip irrigation and gardening and has worked with organizations to help plan gardening projects that support sustainability for those in need, most recently focusing on work in Haiti and Uganda. He has an extensive IT and Business consulting background in a variety of industries including Manufacturing, Health Care, Insurance and Social Services. Dave graduated from Gordon College and earned an Executive MBA from Suffolk University.  He is married to Joyce and has 3 adult sons, Daniel, Jonathan and Jordan.

Paul Robar

Paul is a retired Sergeant Station Commander with the New York State Police and is currently the Town Justice for the Town of Colton in New York. He has an Associate of Applied Science degree from the State University of New York Environmental Science and Forestry Program at The Ranger School Campus in Wanakena, New York.  Paul has served Chapin Living Waters on three separate short-term mission trips to Malawi, Africa. He taught several classes on Drip Irrigation in Malawi and has also represented Chapin Living Waters with numerous Food Security related organizations.  Paul has a strong desire to see Drip Irrigation made available to every place that cannot grow vegetables due to the scarcity of water.

Richard D. Chapin, founder of Chapin Watermatics Inc. and Chapin Living Waters Foundation, and inventor of the first commercial drip irrigation system in the United States, passed into the presence of the Lord on June 6, 2014. Please read more about this great man of God.
