Dave Chester

Vice President

Dave is a retired assessor and past president of the Jefferson County Assessor's Association. He was also the former Housing Director for the Commission on Economic Opportunity in Luzerne County, Pennsylvania and a Personal Lines Underwriter for Royal Globe Insurance Company. Dave is a graduate of Notre Dame with a degree in Economics.

Doug Carlson

Secretary

As a long-time resident of Watertown, New York, Doug has had the opportunity to know Dick Chapin and volunteer at his organization, Chapin Living Waters Foundation, for many years.  Doug has learned the basics of drip irrigation technology, and introduced bucket kits to various people.  He and his wife, Nancy, traveled to Malawi, East Africa, in 2003 to assist in gardening seminars there.  Doug has also led workshops on Drip Irrigation at the ECHO farm several times in the past.  Upon retirement, Doug and Nancy served as Missionary Associates in the Dominican Republic from 2008 – 2012.  Doug served as Executive Director of the Chapin Living Waters Foundation after Mr. Chapin’s  death in 2014, until January, 2019, when he retired again.  Doug and his wife, Nancy, have 3 children and 3 grandsons.

Mary Westcott

Treasurer

Mary has an AAS in Accounting from Jefferson Community College, and a BS in Business from Empire State College.  She has 20 years of experience in cost accounting with Chapin Watermatics Inc.  In addition to serving as an adjunct accounting instructor at Jefferson Community College, she has been involved in nonprofit accounting for 25 years, serving as a church treasurer, and as treasurer for Chapin Living Waters.  Mary and her husband Ron live in Lancaster County, PA. They have four children and seven grandchildren.

Paul Robar

Board Member

Paul is a retired Sergeant Station Commander with the New York State Police and is currently the Town Justice for the Town of Colton in New York. He has an Associate of Applied Science degree from the State University of New York Environmental Science and Forestry Program at The Ranger School Campus in Wanakena, New York.  Paul has served Chapin Living Waters on three separate short-term mission trips to Malawi, Africa. He taught several classes on Drip Irrigation in Malawi and has also represented Chapin Living Waters with numerous Food Security related organizations.  Paul has a strong desire to see Drip Irrigation made available to every place that cannot grow vegetables due to the scarcity of water.

Bob Kratzat

Board Member

Bob is a retired Band Director who received his Bachelors Degree from Houghton College, and his Masters Degree from the Crane School of Music at SUNY Potsdam. His first job in High School was cleaning at Chapin’s Flower Shop which is the current location of Chapin Living Waters and worked at Chapin Watermatics several summers during college. Bob enjoys his retirement volunteering time heading up the production department at Chapin Living Waters.

David Nystadt

Board Member

Dave has trained many people in the use of drip irrigation and gardening and has worked with organizations to help plan gardening projects that support sustainability for those in need, most recently focusing on work in Haiti and Uganda. He has an extensive IT and Business consulting background in a variety of industries including Manufacturing, Health Care, Insurance and Social Services. Dave graduated from Gordon College and earned an Executive MBA from Suffolk University.  He is married to Joyce and has 3 adult sons, Daniel, Jonathan and Jordan.
